Charles Foulkes’s place and date of birth are not known.
Foulkes entered USS Constitution on July 7, 1814. His rank was able seaman. He transferred from USS Constitution to USS Congress on June 1, 1815 at Portsmouth, New Hampshire. Foulkes rejoined USS Constitution on September 22, 1824 at New York, New York and participated in the Mediterranean cruise. He was transferred to USS Cyane to be invalided home on July 7, 1825.

Foulkes was on board for the battle with HMS Cyane and HMS Levant.
Foulkes’s date and place of death are unknown.
