Charles Frank’s place and date of birth are not known.
Frank joined USS Constitution as a quarter gunner on June 9, 1812 at Washington, D.C. He was initially responsible for passing carronade cartridges from the berth deck to the gun deck, but later was assigned to the gun deck assisting the officer in charge. He was discharged on June 6, 1814.

Frank was on board for the battles with HMS Guerriere and HMS Java.
Frank’s date and place of death are unknown.
