Phillips’ place and date of birth are unknown.
Phillips was transferred from USS Essex to Constitution on August 4, 1811. He was discharged on March 5, 1812, but reentered Constitution ’s crew as an able seaman on July 10, 1812. He left the ship sometime after February 2, 1813.
Battles and Engagements
Phillips participated in victories over HMS Guerriere on August 19, 1812 and HMS Java on December 29, 1812, and received $42.62 ½ and $42.30 in prize money. During the second battle he served as first loader to gun no. 3 on the gun deck.
