Meekins entered USS Constitution on July 8, 1813 at Boston, Massachusetts. His rank was able seaman. On February 12, 1814, he was demoted to ordinary seaman. Meekins was discharged on July 6, 1815.

Meekins was on board for the battle with HMS Cyane and HMS Levant .
