Early Life
Philip Tully was born in Philadelphia, Pennsylvania.
Tully enlisted on May 9, 1809. His rank was ordinary seaman. He transferred from USS President to USS Constitution on June 17, 1810 at Hampton Roads, Virginia. He transferred from USS Constitution to USS Essex on August 4, 1811 at Norfolk, Virginia. Tully returned to Constitution on June 6, 1813 and was discharged on September 11, 1813 in Boston, Massachusetts.
Tully served in the Lake Ontario Squadron in 1815, and was discharged under a sugeon’s certificate on January 1, 1816. His date and place of death are unknown.
